ICV Certificate in the UAE: The Complete Guide
If you bid for ADNOC, government or large corporate contracts in the UAE, you have met those three letters: ICV. In-Country Value. It is a score that measures how much of your company's spending stays inside the UAE, and buyers use it to rank tender bids. This guide explains what ICV is, who actually needs a certificate, how the score gets calculated, which documents you will need, and how certification works from start to finish.

The maths
How the ICV score is calculated
Every scored input traces back to a figure in your books.
Your score starts from your audited financial statements, then supporting schedules break the headline numbers into scored categories. The certifier does not guess and does not take your word for it: each input must reconcile to the financials. The main categories are goods and services bought from UAE-based suppliers, salaries and benefits paid to UAE-based employees, investment in UAE assets such as plant and facilities, and other locally retained expenditure the methodology recognises.
Here is the part most companies miss: bookkeeping quality feeds the score directly. A supplier coded to the wrong country, payroll that does not reconcile to the ledger, or a missing purchase schedule can quietly cost you points you actually earned. Clean monthly bookkeeping is not just good hygiene here, it is score protection.
What feeds the score
- Local procurement: spend with UAE-based suppliers, evidenced by purchase schedules.
- UAE workforce: payroll costs for UAE-based staff, evidenced by WPS records.
- Local investment: assets and capex inside the UAE, from the fixed asset register.
- Everything reconciles: each schedule must tie back to the audited financials.
The exact weightings sit in the certifying bodies' published methodology. The principle never changes: recorded, reconciled spend scores; unrecorded spend does not.
