The program
ICV stands for In-Country Value. It is a UAE program, started by ADNOC and now run nationally under the Ministry of Industry and Advanced Technology (MoIAT), that measures how much of a company's spending stays inside the UAE. The result is a score, and that score becomes part of how buyers evaluate your tender bids. The certificate itself is issued by an approved certifying body after verifying your numbers; our job is to make sure your numbers are right, complete and properly presented before the certifier ever sees them.
The score is built from your audited financial statements plus supporting schedules: what you bought from UAE suppliers, what you paid your UAE-based staff, what you invested in local assets, and other locally retained spending. Because the inputs come from real accounting records, the quality of your bookkeeping directly affects your score. Messy supplier coding, payroll that does not reconcile, or missing purchase schedules can quietly cost you points you actually earned.
Do you need it
ICV is not a general legal requirement for every UAE business, and anyone who tells you otherwise is selling something. It matters when the buyer cares about it. That means ADNOC and its group companies, federal and local government entities, semi-government organisations, and large corporates that have adopted ICV in their procurement. If you bid, or plan to bid, for contracts with any of these buyers, an ICV certificate is either required or gives you a scoring advantage that competitors without one cannot match.
For everyone else, ICV is optional. A retail shop, a consultancy serving private clients, or a free-zone trader with no tender ambitions does not need an ICV certificate. The honest test is simple: are you losing, or at risk of losing, contract opportunities because a buyer asked for your ICV score? If yes, get certified. If no, spend the money on your books instead, because clean records are what a future certification will be built on anyway.
How scoring works
Your ICV score comes from a standard scorecard applied to your audited financial statements. The main inputs are your spending with UAE-based suppliers, your UAE-based workforce costs, your investment in UAE assets, and other expenditure retained in the country. Each input is measured against your totals, so the score reflects the share of your economic activity that stays in the UAE. The certifying body verifies every figure against your audited accounts and supporting schedules before issuing the certificate.
This is why preparation matters more than most businesses expect. Two companies with identical real spending can get different scores if one has sloppy supplier coding and unreconciled payroll.
