The complete 2026 guide to UAE VAT

VAT in UAE: The Complete 2026 Guide

VAT has applied across the UAE since 1 January 2018 at a standard rate of 5%. This pillar guide brings every VAT topic together in one place: the rate, zero-rated and exempt supplies, the AED 375,000 registration threshold, EmaraTax registration, tax invoices, filing and paying, input VAT recovery, the reverse charge mechanism, refunds, deregistration, penalties, free zone rules, and record-keeping. If you run a business in the UAE, this is the page to bookmark.

The basics

What VAT is, and how it works in the UAE

Value Added Tax is a consumption tax. Businesses collect it on the government's behalf, and the final consumer carries the cost.

1

A tax on consumption, collected at every stage

VAT applies to most goods and services at 5%. Each business in the supply chain charges VAT on its sales and recovers VAT on its purchases, so the tax accumulates only on the value each stage adds. The end customer, who cannot recover it, bears the full 5%.

2

Introduced on 1 January 2018

VAT entered the UAE through Federal Decree-Law No. 8 of 2017, as part of a GCC-wide framework. It applies in all seven emirates, on the mainland and in free zones alike, and is administered by the Federal Tax Authority (FTA) through the EmaraTax portal.

3

Businesses act as the FTA's collectors

Once registered, you charge VAT on your taxable sales, recover the VAT you paid on business purchases, and pay the FTA the difference. VAT you collect is never your revenue, it sits as a liability until you file and pay. Our VAT services keep that liability accurate every quarter.

The 5% rate

Standard-rated, zero-rated, or exempt

Not every supply is taxed at 5%. Where your sales sit in these three buckets decides what you charge, whether you can recover input VAT, and whether the sale counts toward registration.

5%

Standard-rated supplies

Most goods and services fall here: retail sales, professional services, restaurant meals, commercial rents, imported goods. You charge 5% VAT, the sale counts toward the registration threshold, and you can recover input VAT on related costs.

–

Exempt supplies

No VAT is charged and none can be recovered. Examples include most financial services, the rental and later sale of residential property, supplies of bare land, and local passenger transport. Exempt sales do not count toward the registration threshold.

The distinction that matters most: zero-rated keeps your input VAT recoverable, exempt does not. If your revenue mixes the two, classify every income line before you run the threshold test, or ask us to check it in a Free Finance Review.

Registration

Who must register, and when

Registration hinges on two numbers: AED 375,000 mandatory, AED 187,500 voluntary. Our threshold guide goes deep; here is the summary.

A

Mandatory at AED 375,000

If your taxable supplies plus imports exceed AED 375,000 over the previous 12 months, or you expect them to exceed it in the next 30 days, you must register. You then have 20 business days to apply on EmaraTax. Late registration carries an AED 10,000 penalty.

B

Voluntary from AED 187,500

Below AED 375,000 you can register voluntarily once you pass AED 187,500 in taxable supplies, imports, or taxable expenses. It suits businesses with heavy setup-phase VAT, or B2B sellers whose clients recover the VAT anyway.

C

Who it covers

Mainland and free zone companies, sole establishments, importers, and non-resident businesses making taxable supplies in the UAE all face the same test. A free zone address changes nothing about the threshold.

Getting registered

Registering for VAT on EmaraTax

Registration happens on the FTA's EmaraTax portal, and it follows a fixed sequence:

  • Create your EmaraTax account with an email and mobile number, then link it to your business profile.
  • Submit the TRN application with your business activity details, expected turnover, and the date you crossed the threshold.
  • Upload supporting documents, typically your trade license, passport and Emirates ID of the owners or managers, memorandum of association, a bank letter or IBAN confirmation, and a customs registration code if you import.
  • Wait for FTA review, then receive your Tax Registration Number (TRN) with an effective registration date. You may only charge VAT from that date.

Applications get delayed most often by mismatched documents or an unclear activity description. Our online registration guide walks through the portal screens; our team prepares the full application pack.

Paperwork

Tax invoices, what makes one valid

Your customers need a valid tax invoice to recover the VAT you charge them, and you need valid invoices from suppliers to recover your own input VAT. Issue invoices within 14 days of the supply.

A valid UAE tax invoice must show

The words "Tax Invoice" clearly displayed; your name, address and TRN; a sequential invoice number; the date of issue; the customer's name, address and TRN; a description of the goods or services; the quantity and unit price; the VAT rate charged and the VAT amount per line; and the total payable including VAT.

For supplies under AED 10,000 you may issue a simplified tax invoice with fewer fields: your name, address and TRN, the date, a description, and the total including VAT. Retailers use these routinely.

No valid invoice, no input VAT recovery. That single rule is why invoice discipline matters more than any software choice, and why we check invoice samples in every Free Finance Review.

Filing & paying

Filing your VAT return and paying on time

Every registered business files VAT returns on EmaraTax and pays any liability, even in quiet quarters:

  • Quarterly by default, your tax periods are assigned when you register. Businesses with very large turnover file monthly.
  • 28 days to file and pay after each tax period ends, the same deadline covers both. Miss it and fixed late-filing penalties apply on top of late-payment penalties.
  • Nil returns are still returns, no sales in the quarter? You still file, declaring zeros.
  • Output minus input, the return nets the VAT you charged (output) against the VAT you paid (input). The difference is what you pay, or what you claim back.

Our step-by-step filing guide walks through a full return, and our payment guide shows how to pay through EmaraTax and confirm it landed.

Recovering VAT

Input VAT recovery, the basics

Input VAT is the VAT you pay on business purchases. Recovering it correctly is where most of the money in VAT compliance sits.

✓

When you can recover it

You can recover input VAT on goods and services used to make taxable supplies, standard-rated or zero-rated. The expense must be for the business, documented with a valid tax invoice, and claimed in the right tax period.

✕

Blocked expenses

Some VAT can never be recovered, whatever the invoice says: entertainment provided to non-staff, motor vehicles used for personal purposes, and goods or services used to make exempt supplies. Claiming these is a classic audit finding.

%

Mixed use needs apportionment

If you make both taxable and exempt supplies, you must split input VAT between them and recover only the taxable share. The method has to be reasonable, documented, and applied consistently.

Special mechanism

The reverse charge mechanism, in plain terms

Normally the supplier charges VAT. Under the reverse charge, the buyer accounts for it instead, declaring both the output and the input VAT on the same return.

Where the reverse charge applies in the UAE

Imports of goods by registered businesses: instead of paying VAT at customs, you declare it on your VAT return through the reverse charge and recover it as input VAT in the same return, usually a net zero cash effect.

Imports of services: when a UAE business buys services from an overseas supplier, the UAE recipient accounts for the VAT.

Gold, diamonds and precious metals supplied between VAT-registered dealers in the UAE also move under the reverse charge.

Get the reverse charge wrong and you underpay output VAT, one of the costliest return mistakes. Our VAT team checks reverse charge treatment on every return we prepare.

Getting money back

VAT refunds, when the FTA owes you

When your input VAT exceeds your output VAT for a period, the difference is claimable. Exporters and businesses in a heavy investment phase see this most: you charge 0% on zero-rated sales but keep paying 5% on costs.

  • Claim it on your VAT return, the return itself carries the refund request.
  • Expect FTA verification, refunds go through review, and the FTA may ask for invoices and supporting records before approving.
  • Keep the trail clean, valid tax invoices and matching bank records decide whether a refund is approved quickly or questioned.

Our VAT refunds guide covers the claim process, timelines, and what the FTA checks.

Leaving the system

VAT deregistration, the basics

Registration is not forever. When the conditions that forced you in fall away, you apply to leave.

1

When you can deregister

You can apply once your taxable supplies stay below the voluntary threshold of AED 187,500 for the previous 12 months, or when you stop making taxable supplies altogether, for example on liquidation or a full business sale.

2

Apply on EmaraTax, settle first

Deregistration is applied for on EmaraTax. Before you leave, file all outstanding returns, pay any liability, and account for VAT on stock and assets still held, which the FTA treats as deemed supplies.

3

Don't deregister late

If you qualify to deregister and keep filing as a registrant, you keep the admin burden for nothing; if you stop filing without deregistering, penalties accrue. Our deregistration guide walks through the timing and the exit VAT.

Penalties

What VAT mistakes cost

FTA penalties are designed to make delay more expensive than compliance. The headline numbers every business should know:

AED 10,000

Late VAT registration: missing the 20-business-day application window after crossing the threshold.

Fixed penalties

Late filing of a VAT return attracts a fixed penalty, higher on repetition, even when no tax was due that period.

Growing late-payment penalties

Unpaid VAT attracts percentage-based penalties that increase the longer the balance stays outstanding. Pay by the 28-day deadline, every time.

Incorrect returns

Under-declared output VAT or over-claimed input VAT can draw penalties on the shortfall, plus interest, once the FTA reassesses.

Full schedules, voluntary disclosure, and how to respond to an FTA assessment are in our VAT penalties guide.

Goods moving through a UAE designated zone for VAT purposes

Free zones

VAT for free zones and designated zones

Two different concepts, and mixing them up is common:

  • Free zone companies register, file, and pay VAT under exactly the same rules as mainland companies. A free zone license is not a VAT exemption.
  • Designated zones are fenced areas with customs controls, such as JAFZA. They are treated as outside the UAE for VAT on movements of goods between designated zones, or between a designated zone and abroad, provided the conditions are met.
  • Services are different, the designated zone treatment applies to goods. Services supplied in a designated zone follow the normal place-of-supply rules.

Our designated zones guide covers the conditions, the paperwork, and where traders go wrong.

Records

Record-keeping, 5 years, no shortcuts

Every VAT-registered business must keep its records for 5 years from the end of the tax period they relate to. That means invoices issued and received, import and export documentation, records of all supplies made, credit and debit notes, and the accounting records behind your returns. Records must be in English or Arabic and available to the FTA on request. Real estate businesses keep theirs for 15 years.

Our record-keeping guide lists exactly what to keep and how to store it, and monthly bookkeeping keeps it audit-ready without you thinking about it.

VAT FAQs

Questions about VAT in the UAE

What is the VAT rate in the UAE?

The standard VAT rate in the UAE is 5%, in force since 1 January 2018. It applies to most goods and services. Some supplies are zero-rated at 0%, such as exports, and some are exempt, such as most financial services.

What is the difference between zero-rated and exempt supplies?

Zero-rated supplies are taxed at 0% but remain taxable supplies: they count toward the AED 375,000 registration threshold and you can recover input VAT on related costs. Exempt supplies carry no VAT, do not count toward the threshold, and you cannot recover input VAT on costs used to make them.

Do I need to register for VAT if my turnover is below AED 375,000?

Registration is mandatory once your taxable supplies and imports exceed AED 375,000, and you have 20 business days to apply on EmaraTax. Below that, you can register voluntarily once you pass AED 187,500, which suits businesses with heavy setup-phase VAT or B2B customers.

How often do I file VAT returns, and when is payment due?

Most businesses file quarterly; very large businesses file monthly. Each return and the payment are due within 28 days after the tax period ends. You must file even for periods with no sales, as a nil return.

What are the penalties for late VAT registration or filing?

Late VAT registration carries an AED 10,000 penalty. Late filing attracts fixed penalties that increase on repetition, and late payment attracts percentage-based penalties that grow the longer the balance is outstanding. Our VAT penalties guide has the full schedule.

Can I recover VAT on all my business expenses?

No. You can only recover input VAT on expenses used to make taxable supplies, supported by a valid tax invoice. Entertainment, motor vehicles for personal use, and costs used for exempt supplies are blocked and cannot be recovered.

How long must I keep VAT records in the UAE?

Five years from the end of the tax period the records relate to, covering invoices, import and export documents, records of supplies, and your accounting records. Real estate businesses must keep records for 15 years.
