Payroll services in Dubai
How Much Do Payroll Services Cost in Dubai?
Payroll services in Dubai are priced in more than one way, and the cheapest quote is not always the cheapest service. This guide explains how payroll pricing works in Dubai, what pushes a monthly fee up or down, and how to compare providers on the same basis before you sign. It covers the per-employee-per-month model, fixed monthly fees, setup charges, and the add-ons that turn a low headline price into a higher real cost. It also explains what to look for in a payroll provider in Dubai, from WPS payroll handling to end of service gratuity accrual, so you can judge a quote by its scope, not only by its price.
The starting point
What payroll services in Dubai actually cover
Before comparing prices, agree on what is being priced. A payroll service and a payroll calculation are not the same thing.
A full payroll service turns employment agreements into correct, on-time pay every month. That means salary calculation from basic salary and allowances, leave and attendance applied to the month, payslips for every employee, salary payment through the right channel, and records that reconcile payroll totals with the bank payment. If you want the full breakdown of each part, our guide to what payroll services are explains the scope part by part. Pricing only makes sense against that scope, because a provider that calculates figures and stops there is selling less work than a provider that also reviews, pays, reconciles and answers employee queries.
Dubai adds local items that a generic payroll process can miss. For covered staff, salaries must travel through the Wage Protection System, known as WPS, which is the approved channel for salary payment. Gratuity is earned month by month even though it is paid at the end of employment, so it must be accrued as employment progresses rather than discovered on the last working day. Leave entitlements follow UAE labour law, and UAE national employees may have pension contributions where they apply. A quote that says nothing about WPS payroll handling or gratuity accrual is not necessarily wrong, but it is incomplete, and the missing work will either be charged later or fall back on you.
The practical rule is simple. Never compare two payroll quotes until both list the same scope in writing. Ask each provider to confirm, line by line, whether salary calculation, leave handling, payslips, WPS filing, gratuity accrual, monthly reporting, reconciliation and employee queries are included, and what each extra costs. Once the scopes match, the prices can be compared fairly. Until then, you are comparing a full service with a partial one and calling the difference a saving.
Pricing models
How payroll services in Dubai are priced
Most Dubai providers use one of four models. Each suits a different kind of business, and each hides a different cost.
Per employee, per month
The provider charges a set rate for each employee on payroll each month. This is the most common model for payroll outsourcing in Dubai, because it scales cleanly: a team of 8 costs less than a team of 80, and growth is priced in small steps rather than big jumps. Check whether the rate counts every employee on record or only employees paid in that month, and whether joiners and leavers in the same month are charged once or twice.
Fixed monthly fee
The provider charges one flat monthly fee for payroll up to an agreed headcount band, such as up to 10 or up to 25 employees. This suits a stable team, because the bill does not move with small monthly changes. Check what happens when headcount crosses the band edge, and whether the fee resets, steps up to the next band, or switches to a per-employee rate for the extra staff.
Setup fee plus monthly fee
Some providers charge a one-off setup fee for onboarding, covering employee master data, contract details, bank details, leave balances and opening gratuity accrual, followed by a monthly fee for the ongoing cycle. A setup fee is reasonable when real onboarding work is involved, but ask exactly what it buys, and whether the same work is charged again if you add a second entity or a new trade licence later.
A fourth pattern is worth naming because it causes the most confusion: a low monthly fee with a long list of extras. In this model the headline rate covers calculation and payslips only, while WPS filing, end of service settlement, leave management, custom reporting and employee query handling are charged separately. The monthly bill then depends on how busy the month is, which is the opposite of predictable. None of these models is dishonest on its own. The problem is only when the model is not explained, so ask every provider to state the model, the unit, the band, and the extras list before you compare prices.
Contract length also affects price. A provider may offer a lower monthly rate for a 12 month commitment than for a rolling monthly arrangement, because onboarding cost is spread over a longer period. That trade can be good value if the service is right, but it raises the cost of leaving if it is not. Ask for the notice period, the exit terms, and who owns the payroll data and history if you leave, and weigh those answers next to the rate, not after it.
Price drivers
What moves the price up or down
Headcount is the first driver, but it is rarely the only one. These six factors explain most price differences between quotes.
Headcount and churn
More employees mean more calculations, more payslips and more queries. High joiner and leaver volumes add more work again, because each joiner needs a master record and each leaver needs a final settlement. A stable team of 20 can cost less per employee than a fast-changing team of 20, so tell providers about churn, not only headcount.
Pay complexity
Straight monthly salaries are the simplest case. Overtime, commission, shift allowances, variable bonuses, salary advances and deductions each add checking work and error risk. The more variable the pay, the more review time the run needs, and providers price that time in.
WPS and payment scope
Preparing a salary information file, validating it, fixing rejected lines and reconciling the result is real work, and it is priced as part of the service or as an add-on. Mainland employers under MOHRE are the core WPS users, many free zone employers also use WPS, and DIFC and ADGM employers follow separate regimes, so the payment scope depends on where your staff are registered. Our WPS guide explains who is covered and how the file works.
Gratuity and end of service scope
Monthly gratuity accrual, leave balance tracking and final settlement preparation are often priced as a separate scope. A provider that accrues gratuity every month gives you a balance you can plan around, while a provider that only calculates gratuity at exit leaves the liability to surprise you. Under the federal rules, gratuity runs at 21 days of basic wage per year for the first five years and 30 days per year after that, on basic wage only, with payment due within 14 days of the contract ending. Our gratuity guide works through the formula and the deadline in full.
Add-ons: leave, reporting, pension
Leave management, attendance tracking, custom management reports, multi-entity consolidation and pension handling for UAE nationals are common add-ons. Each is useful, and each moves the price. Decide which ones you actually need before you buy them: a small team with simple leave may not need a full leave management module, while a multi-site team probably does.
Entities, locations and currencies
More than one legal entity, more than one licence, staff in different emirates or free zones, and pay in more than one currency all add setup and checking work. A single-entity Dubai mainland team is the simplest case. Tell providers about every entity and location up front, because a quote priced for one entity will not hold for three.
A worked way to think about it: take a Dubai trading company with 12 staff, stable headcount, simple allowances and WPS payroll. Its price is driven mainly by headcount and WPS scope. Add a second free zone entity, monthly commission, and two leavers a quarter, and the same headcount now costs more, because the provider is doing more checking, more filing and more settlements. The headcount never changed. The work did. That is why good providers ask detailed questions before quoting, and why a quote given without questions deserves a second look.
Comparing quotes
How to compare quotes on the same basis
Ask every provider for the same six answers, in writing, and lay the answers side by side. The cheapest quote on a like-for-like scope is usually the right one. The cheapest quote on different scopes is usually a misunderstanding waiting to happen.
- Scope in writing. Calculation, leave, payslips, WPS filing, gratuity accrual, reporting, reconciliation and employee queries: included or extra, with the price of each extra.
- Headcount definition. Who counts, how joiners and leavers are charged, and what happens at the band edge for a fixed fee.
- Correction policy. Who fixes an error, how fast, and whether corrections and re-runs are charged.
- Data ownership. Who owns the payroll data and history, in what format you receive it, and what happens at exit.
- Calendar and approval. Input close date, review step, approval step and payment date, so payday never depends on a last-minute rush.
- Sample outputs. A sample payslip and a sample monthly report before you sign. A provider that cannot show either is asking you to buy blind.
Provider types
Types of payroll provider in Dubai
Providers differ in what else they do, and that matters when payroll touches accounting, tax and compliance.
Accounting and advisory firms that offer payroll as part of a wider finance service suit businesses that also need bookkeeping, VAT or corporate tax support, because payroll figures flow straight into the books each month. At BizNex, we provide all services, ourselves and with our licensed partners, so payroll, accounting and compliance stay connected rather than split across firms that never talk to each other. Dedicated payroll providers suit businesses that only need payroll and want depth in that one job, often with their own payroll software and a larger payroll team. Software-only options suit businesses with in-house payroll skills that want a tool, not a service, but remember that a tool still needs someone to check inputs, approve the run and answer queries.
A payroll provider in Dubai should also be judged on local fit. Ask how they handle WPS filing for covered staff, including rejected file lines and failed credits, and how they track gratuity accrual and final settlements under the federal rules. Ask how they handle staff in different regimes, such as mainland, free zone, DIFC or ADGM, rather than assuming one process fits all. A provider that answers these questions with specifics, such as a named calendar, a named reviewer and a named report, is showing you its process. A provider that answers only with reassurance is asking you to trust a process you have not seen.
Size fit matters too. A provider built for large employers may price a 6 person team as a small account with slow responses, while a provider built for small teams may struggle with a 200 person multi-entity payroll. Ask who your day-to-day contact will be, how queries are logged, and what cover exists when that contact is on leave. Payroll is a monthly promise, and the promise is only as good as the cover behind it. If you want to see how managed payroll works day to day, our guide to payroll management services in Dubai walks through the managed cycle, and our payroll services page sets out the service itself.
Red flags
Warning signs in a payroll quote
Five patterns should slow you down, whatever the price says.
- No scope in writing, only a headline monthly rate with no list of what it includes.
- No sample payslip and no sample monthly report, or a refusal to show either before signing.
- No answer on WPS handling, gratuity accrual or data ownership, or an answer that changes when you ask twice.
- Corrections, re-runs and final settlements all charged as extras, with no cap and no process for who pays when the provider made the error.
- A contract that locks you in for a long term with no exit clause, no notice period and no agreed handover of payroll history.
One more check is worth doing before you sign: ask for two references from businesses close to your size and setup, and ask them one question each. Ask the first how payday feels now compared with before. Ask the second what happened the last time something went wrong. The answers tell you more about a provider than any sales description, because payroll quality shows up in calm months and in recovered errors, not in promises.
Getting a quote
What to send a provider for an accurate quote
A provider can only price what it can see. Send this short pack and the quote you get back will be far more reliable.
Send headcount by entity and location, the mix of mainland, free zone and other regime staff, joiner and leaver volumes over the last two quarters, pay types in use such as overtime or commission, current leave and attendance arrangements, and whether you need WPS filing, gratuity accrual and monthly reporting included. Add your payday date and your current pain points, such as late payslips, rejected WPS files or gratuity surprises at exit. A provider that replies with follow-up questions is doing its job. A provider that replies with a single number and no questions has priced a guess.
When quotes come back, compare them on one page: model, unit, band, scope list, extras list, correction policy, contract length, notice period and exit terms. Then choose on scope and process first and price second. Payroll is paid every month, and a small monthly saving that buys late pay, wrong payslips or a gratuity surprise is not a saving at all. Bring your shortlisted quotes to a Free Finance Review and we will walk through the scope lines with you, so the comparison is made on facts rather than on headlines.
Frequently asked questions
Payroll pricing in Dubai: questions, answered
How much do payroll services in Dubai cost?
There is no single market rate, because price depends on headcount, pay complexity, WPS scope, gratuity accrual and add-ons such as leave management and reporting. Most providers charge per employee per month or a fixed monthly fee up to a headcount band, sometimes with a one-off setup fee. Compare quotes only on the same written scope, or the comparison will mislead you.
What is the per-employee-per-month payroll model?
The provider charges a set rate for each employee on payroll each month. It scales with headcount, so growth is priced in small steps. Check whether the rate counts every employee on record or only employees paid in that month, and how joiners and leavers in the same month are charged.
Does payroll pricing in Dubai include WPS filing?
Sometimes it does and sometimes it is an extra, so ask directly. WPS payroll covers preparing the salary information file, validating it, fixing rejected lines and reconciling the payment result. For covered staff, salaries must travel through the Wage Protection System, and that filing work should be named in the quote, not assumed.
Does payroll pricing include end of service gratuity?
Monthly gratuity accrual and final settlement preparation are often a separate scope. A provider that accrues gratuity every month gives you a balance you can plan around. Ask whether accrual, leave balance tracking and final settlement are included, and what a settlement costs when an employee leaves.
What should I check before choosing a payroll provider in Dubai?
Check the scope in writing, a sample payslip and a sample monthly report, the correction policy, who owns the payroll data, how joiners and leavers are handled, the monthly calendar and approval step, and the exit terms. Ask how the provider handles WPS filing and gratuity accrual for your mix of mainland, free zone and other regime staff.
Is payroll outsourcing in Dubai cheaper than in-house payroll?
It can be, but the honest comparison is total cost, not only the provider fee. In-house payroll carries salary, software, training, leave cover and error risk. Outsourced payroll replaces those with a monthly fee plus your approval time. For a small team, outsourcing often wins on expertise and cover. For a large stable team, in-house can win once the fixed cost is spread across many employees.
Can I switch payroll providers in Dubai?
Yes, but plan the switch around a month end. Agree who owns the payroll history, in what format it is handed over, and how opening balances for leave and gratuity accrual are transferred. A clean handover needs the employee master data, leave balances and gratuity balances to move intact, so agree the handover list before you give notice.
