Payroll in the UAE

Payroll outsourcing in the UAE

Payroll looks simple until the month gets busy. One new joiner, one resignation, a leave balance that does not match, a salary file that needs to go out on time, and suddenly the task that was supposed to take an afternoon eats a week. Payroll outsourcing hands that monthly cycle to a specialist team: they run the calculations, prepare the salary files, keep the records in order, and track the items that are easy to forget, such as leave accruals and end-of-service gratuity. This guide explains what outsourced payroll in the UAE actually covers, how WPS compliance fits in, how gratuity is handled, which payroll model suits which kind of business, and what to check before you hand your payroll over. It is a guide, not a sales page. Where you want the work handled for you, the payroll service option is linked at the end of the relevant sections.

What outsourced payroll actually covers

Outsourced payroll is a broad label. Before you compare providers, pin down which of these six jobs you need, because the right provider for one job is not always right for another.

Salary calculations each cycle

Basic salary, allowances, overtime where it applies, deductions, unpaid leave and pro-rata pay for joiners and leavers. The calculation has to be right first time, because a salary error is the one mistake every employee notices at once.

WPS salary files

Preparing the salary information file for each pay cycle so salaries are paid through the Wage Protection System in the format the system expects. A rejected file means delayed salaries, so the file is checked before it is sent, not after.

Leave and attendance tracking

Annual leave taken and remaining, sick leave, and the leave balances that feed into final settlements. When leave records live in three different spreadsheets, the final settlement of a departing employee becomes a negotiation. One clean record avoids that.

End-of-service and gratuity accruals

Tracking each employee's gratuity accrual month by month, so the amount owed on departure is already known and already provided for, rather than discovered on the last working day. The accrual basis is explained in the gratuity section below.

Payslips and employee records

A payslip for every employee every cycle, plus a file that holds contracts, salary changes, leave records and settlement papers. When an employee asks why a figure changed, the answer should be in the file, not in someone's memory.

Payroll reporting for management

A monthly summary the owner can actually read: total payroll cost, headcount changes, gratuity provision movement, and anything unusual in the cycle. Payroll data should feed your management accounts, not sit apart from them.

If you already know you want the monthly cycle handled for you, the payroll services option covers WPS payroll outsourcing and gratuity handling for businesses in the UAE.

Three ways to buy it

Payroll models, compared

No model is best in the abstract. The right one depends on how many staff you have, how often your headcount changes, and how much of the process you want to keep in-house.

Common payroll models

ModelBest forWatch out for
Fully managed payrollBusinesses that want the whole cycle off their desk: inputs in, payslips and salary files outWho approves the final payroll before payment, and how changes are sent in
Partial payroll supportBusinesses with an in-house bookkeeper who need calculations, WPS files or settlements checkedWhere the split falls: which tasks the provider owns and which stay with you
Payroll software with supportBusinesses that want to run payroll themselves with expert backup on tricky casesWhether support covers WPS files and gratuity, or only the software itself
Payroll as part of outsourced accountingBusinesses that already outsource bookkeeping and want payroll inside the same monthly closeWhether payroll gets its own review step, or is squeezed into the bookkeeping cycle

Ask every candidate which model they propose for you, what is excluded, and how the arrangement changes as your headcount grows. Get the answer in writing.

A practical example: a trading company in Dubai with twelve staff, two of them on commission, will usually suit a fully managed model, because commission and leave changes every month make the calculation fiddly. A consultancy with three steady salaries and no variable pay may be fine with partial support. The deciding factor is how much changes each cycle, not how big the company is.

WPS compliance

How WPS fits into outsourced payroll

The Wage Protection System is how salaries are paid and recorded for most employees in the UAE. Your provider prepares the salary file each cycle, and the file has to match your payroll: the same employees, the same amounts, the same pay period. Mismatches are where problems start, so a good provider reconciles the file against the payroll calculation before anything is sent.

  • One source of figures. The salary file, the payslips and the payroll summary should all come from the same calculation. If three documents show three totals, at least two of them are wrong.
  • New joiners and leavers handled in the same cycle. A joiner who starts mid-month and a leaver whose final pay is due both need to appear correctly in that month's file, not carried into the next one.
  • Salary changes recorded before the file is built. A raise agreed in a meeting only counts once it is in the payroll record. Verbal changes that never reach payroll are a classic cause of salary disputes.
  • A file check before submission. Ask who reviews the file, what they check it against, and what happens when a figure does not reconcile. The answer should be a named step, not a general assurance.
  • Records kept for every cycle. Each month's calculation, file and payslips should be retrievable later, so a query from an employee or an authority can be answered from the record.

The item most businesses under-provide for

End-of-service gratuity, handled properly

Gratuity is the payroll item that surprises owners most, because it builds quietly for years and arrives all at once when a long-serving employee leaves.

End-of-service gratuity in the UAE is commonly calculated from basic salary and length of service: 21 days of basic pay for each year of the first five years of service, and 30 days of basic pay for each year beyond five. The exact amount for any employee depends on their contract and service history, which is why a provider should calculate it from the employee's actual record rather than from a rough rule of thumb.

Three habits keep gratuity under control. First, accrue it monthly, so the balance owed is visible in your accounts every month instead of appearing as a shock. Second, update the accrual whenever basic salary changes, because gratuity follows basic pay, not total pay. Third, settle it from the same record that payroll uses, so the final settlement, the leave balance and the last salary all agree with each other.

To estimate an individual amount, use our gratuity calculator for the UAE: enter basic salary and service years for an instant end-of-service estimate based on the 21-day and 30-day rule.

The shortlist test

Seven checks before you choose a provider

Run every candidate through these seven checks. A strong provider answers all seven without hesitation. A weak one dodges two or three of them.

  1. A named person for your payroll. Ask who will actually run your cycle month to month, how experienced they are, and what happens when they are on leave. A provider that sells you a senior contact and hands you to a junior should say so up front.
  2. Scope in writing, before any fee is quoted. The proposal should list exactly what is included: calculations, WPS files, payslips, leave tracking, gratuity accruals, final settlements, reporting. Anything missing from the list is either extra cost later or work nobody does.
  3. Your approval step, built into the cycle. No salary file should go out without someone on your side approving the totals. Ask how approval works, how late changes are handled, and what happens if you spot an error after approving.
  4. Data security and confidentiality, stated plainly. Payroll data is the most sensitive data a business holds. Ask how it is stored, who can access it, and how it is handed back if you leave.
  5. How errors are caught, not just how payroll is run. Ask what the review step looks like: who checks the calculation, what reconciliations run before payment, and how a correction is handled when a figure changes after salaries are paid.
  6. Your records, yours to take. If leaving means losing your own payroll history, payslips or settlement papers, that is a control tactic, not a service. Your records belong to your business.
  7. References you can actually call. Two or three current clients with a similar headcount, willing to take a short call. A provider with happy clients offers them. One that refuses, or offers only anonymous testimonials, is telling you something.

Before you hand it over

What to check before the first outsourced pay run

A clean handover takes one pay cycle of preparation. Rushing it is how the first outsourced run goes wrong.

  1. Reconcile the employee list. Every current employee, with the correct basic salary, allowances, start date and leave balance. Compare it against your last payroll, not against memory.
  2. Agree the handover point between pay cycles. Start the provider at the beginning of a cycle, never in the middle of one, so no month falls between two payroll owners.
  3. Confirm gratuity balances for existing staff. Each employee's accrued gratuity to date should be agreed and recorded before the provider takes over, so later settlements are not disputed.
  4. Set the monthly timetable. The date inputs are due, the date the draft payroll is ready for your approval, and the date salary files go out. Put all three in writing.
  5. Decide who sends what, and how. One channel for payroll changes, one format for the inputs, and one person on each side responsible for them. Payroll changes sent by chat message, email and phone call in the same week are how figures get lost.
  6. Run the first cycle in parallel. Where possible, have the provider prepare the first payroll while your existing process still runs, then compare the two. Differences found in parallel cost nothing. Differences found after payment cost trust.

Payroll outsourcing FAQs

Your questions, answered

What does payroll outsourcing in the UAE usually include?

Salary calculations each cycle, WPS salary files, payslips, leave tracking, gratuity accruals, final settlements for leavers, and a monthly payroll summary. The exact scope varies by provider, so compare the written scope, not the headline description, and check whether gratuity and settlements are included or billed separately.

Is outsourced payroll still compliant with WPS?

Yes, provided the salary file matches the payroll calculation for the same pay period. Your provider prepares the file, but you should approve the payroll totals before it is sent, and keep every cycle's calculation, file and payslips on record. The WPS guide linked above explains the employer's side of the process in detail.

Who is responsible if a salary is paid late or wrong?

As the employer, you remain responsible to your employees for correct and timely pay. That is why the approval step matters: you approve the payroll totals before payment, and your provider should have a review step that catches errors before the file goes out. If an error does slip through, a good provider corrects it in the next cycle and documents what went wrong.

How is end-of-service gratuity handled by a payroll provider?

A provider should accrue gratuity monthly for each employee, update the accrual when basic salary changes, and calculate the final amount from the employee's actual record when they leave. Gratuity is commonly calculated at 21 days of basic pay per year for the first five years of service, then 30 days per year after that. Our gratuity calculator gives an instant estimate from basic salary and service years.

What information does a provider need before the first payroll run?

For each employee: contract, basic salary and allowances, start date, leave balances, and accrued gratuity to date. The provider also needs your pay cycle dates, the approval process, and the channel payroll changes will arrive through. Reconciling this list against your last payroll, before the first outsourced run, is the single most useful handover step.

Can I switch payroll providers later?

Yes. Your payroll history and your employees' records belong to your business, not to your provider. Before you switch, confirm you can take the full history with you, agree the gratuity balances to date, and set the handover at the start of a pay cycle so no month falls between two providers.

How much does payroll outsourcing cost in the UAE?

Fees depend on headcount, pay complexity, and the scope included, so no honest figure exists before a provider sees your payroll. Compare the model and the written scope first: fully managed, partial support, software with support, or payroll inside outsourced accounting.
